The building is built within the compound of the University (called The Haile Sellassie University at the time) and contains administration, classrooms, laboratories, faculty offices and stepped lecture halls- one on top of the other.
The building visually expresses three major elements: lecture halls, classrooms and offices.
Each function is expressed in form and color while the corridors and stairwells are accentuated with skylights above. The building is finished on the exterior with pre-cast cladding which has natural- colored aggregate (the first of such buildings in Ethiopia).
