The Holot facility was opened on 12 December, 2013, following the government's decision to regulate the operation of a facility for undocumented migrants?. The Israel Prison Service has been tasked with operating the facility, its management and coordination is thus conducted between all government departments and organizations working with the Prison Service.

The facility consists of three wings for residence of undocumented migrants, each wing populated with 1120 residents, and an administration wing. The facility is designed for assaylum seekers for whom the border control commissioner finds difficulty in carrying out deportation. The facility is closed between 22:00-06:00. During the rest of the day residents are allowed to leave the center. The facility is located near “Ketziot” prison in southern Israel, two kilometers from the Egyptian border.
